The Executive Office of Committee for Goods & Material Subjected to Import & Export Control has participated in the International Defense Industry, Technology and Security Conference (IDITSC) 2022, held under the auspices of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. The event was convened at Abu Dhabi National Exhibition Centre over a two-day period, with the participation of 70 speakers from more than 30 countries.

In his speech at the conference, H.E. Talal Al-Tenaiji; Director of Committee Executive Office; has stressed that the advancement and overall development of technology security sector and international defense industry is one of the strategic directions of the UAE. This vital sector has a great importance, a political and economic value and is considered a vital pillar for national sovereignty.

Al-Teneiji said that what we have observed during the conference sessions reflects the keenness of the Ministry of Defense to strengthen its presence in various partnerships and agreements related to the security of technology and defense industries in the region and the world. This has put the Ministry among the best incubators for creativity seeking to provide the best pioneering practices worldwide, as reflected in conferences in addition to defense and security exhibitions hosted and enjoyed by wide participation, both in terms of states and companies. H.E. Al Teneiji pointed out that such conferences represent an ideal platform for establishing sustainable cooperative relations with international partners, and an opportunity to highlight the UAE's calm and balanced positions on regional and global issues, which enhances confidence in its political orientation and effective diplomacy.

Al-Tenaiji has also noted that the strategic partnership with the Ministry of Defense is behind many achievements. For example, the membership of the Ministry of Defense in the Committee for Goods Subjected to import and export control, as well as other supervisory bodies, such as the Ministry of Interior and the Federal Authority for Nuclear Regulation (FANR) plays a major role in framing and coordinating roles.  This is because legislations, regulations and partnerships at the national level as well as the adoption of practices and the compliance with the requirements of international conventions is one of the main pillars of the successes achieved.

Mr. Al-Tenaiji has also stressed that the Ministry of Defense is very keen to promote continuous coordination and create partnerships at the local, regional and international levels to achieve compliance in the implementation of the requirements of leading control systems such as The Missile Technology Control Regime (MTCR) System. This is also the case with Committee Executive Office, which adopts a comprehensive list of strategic dual-use goods subject to non-proliferation as an analogous and complementary factor to the List of Military Goods adopted by the Ministry of Defense. Therefore, there is ongoing organizational and technical coordination in exchanging the latest developments and challenges and discussing how best to apply them and fill gaps whenever spotted.

Given the partnerships between the Ministry of Defense and the Executive Office of  Commodity Committee, we believe that there is close cooperation in ensuring the transfer of dual-use technology through the immediate and continuous sharing of information and data on business transactions in this area”, H.E. Talal Al-Teneiji said. “This cooperation is not limited to the exchange of information but goes beyond contributing to the implementation of joint training programs and the exchange of experiences between specialists on both sides, in addition to sharing the great interest in educating the government sector about commitments and best practices in securing this vital sector. The same applies to private sector, which is the second line of defense in partnership with government institutions in the governance of technology control and preventing illegal actors from accessing it”, Al Teneiji added.
